With the current paradigm shift in SWM approach in the State, it was not only obligatory but also essential to conduct capacity building of all the ULBs staff who were involved in SWM-related activities. To achieve systematic change in the structure and operations of MSWM to make AP Swachh Andhra successful, capacity building activities could not be treated as stand-alone activity. An integrated approach in capacity building was required which also entailed institution building (IB), information education and behaviour change (IEBC) communication campaigns, to be effective and sustainable.
